On the former barracks site in Sijsele (Damme), Kwartier 51 will soon rise: a sustainable and vibrant neighbourhood where living, working and social life naturally come together. The project is being developed by Ciril and Brocap, in collaboration with the city of Damme and WVI.
A neighbourhood built for the future
Kwartier 51 is a multifunctional new urban district of 20.5 hectares, offering 225 residential units, space for local businesses, a youth centre and an event venue. The masterplan strongly emphasises greenery, including a large park, play zones, sports areas, walking and cycling paths, and a newly planted forest of over 2 hectares as a natural buffer.
Regenerative development
We start from the site’s inherent strengths and build forward with a long-term vision. Existing structures—such as warehouses and the staff building—will be reused where possible. New constructions are designed to be sustainable, circular and flexible. Shared energy systems and soft mobility are key pillars of the plan.
Integrated with the village
Kwartier 51 is not a typical residential estate, but a well-connected neighbourhood that links seamlessly to the village centre and the nearby Ryckevelde woods. The central tree-lined avenue becomes the site’s green backbone. The plan also reserves space for local associations and a hospitality venue in the on-site villa.
Phased development
Development is scheduled in phases through 2037. Infrastructure works begin in 2027; the first homes and public spaces are expected in 2029. Throughout, community engagement is a priority, with opportunities for residents to participate and stay informed.
