The Province of East Flanders is building a new provincial government building in Ghent. For the design and construction, the provincial government is working with the THV Leopold consortium, a joint venture between Ciril, Democo and Matexi.

The Leopoldskazerne no longer remains the closed massive building but is transformed into a lively new city neighbourhood where living, working and meeting are central. The Leopoldskazerne will retain its identity. In addition to the provincial building, art education HISK, offices for Defence, a hotel, childcare facilities and various residential typologies will also be integrated. The functions extend around the Paradeplein, which will be redesigned as a green neighbourhood park.
